When a user says “my card doesn’t work”, support needs a consistent checklist to find the cause quickly. This playbook is intentionally practical and non-technical.

Triage checklist

1

1) Confirm the card status

Common blockers:
  • the card is frozen
  • the card is blocked by the program/network
  • the card is expired or deleted
See:
2

2) Confirm the customer/product prerequisites

Some programs require:
  • verified customer (customer is active)
  • product access granted
See:
3

3) Check what failed (decline reason or error)

Route the case by category:
  • restrictions (country/MCC/currency/merchant)
  • limits (velocity limits hit)
  • balance/insufficient funds
  • security reasons (suspected fraud)
  • PIN issues (wrong PIN / tries exceeded / no PIN assigned)
  • sensitive data / card details access problems (user can’t view card details)

4

4) Check recent activity and user intent

Confirm what the user tried to do:
  • purchase (online / POS)
  • ATM action (balance inquiry, withdrawal)
  • view card details
  • set/change PIN
  • add to wallet / use tokenized card
Then look for patterns:
  • repeated declines at the same merchant
  • multiple declines in a short time window (may trigger additional controls)
See:
5

5) Escalate when it’s a program/network or compliance block

Escalate to your account manager when:
  • the card is blocked at the network/program level
  • restrictions appear inconsistent with your configured program rules
  • you see repeated fraud/security declines without a clear user-fixable cause
Include:
  • card ID
  • timestamps
  • decline reason / error
  • merchant + country + MCC (if available)

Quick fixes by scenario

Check:
  • whether the card program supports PIN
  • whether a PIN is already set
  • “wrong PIN” vs “PIN tries exceeded”
See:
Check:
  • user re-authentication / verification flow in your UI
  • whether you’re retrieving sensitive data only on demand
See:
Check:
  • available card balance (if stored value is used)
  • recent top ups / withdrawals
  • whether a budget card is limited by budget balance
See:
Check:
  • restricted country/MCC/currency/merchant rules for the card program
  • whether the user hit a velocity limit window
See:
Confirm:
  • the transaction is completed (not pending/declined)
  • required evidence is available
