Triage checklist
1) Confirm the card status
Common blockers:
- the card is frozen
- the card is blocked by the program/network
- the card is expired or deleted
2) Confirm the customer/product prerequisites
Some programs require:
- verified customer (customer is active)
- product access granted
3) Check what failed (decline reason or error)
Route the case by category:
- restrictions (country/MCC/currency/merchant)
- limits (velocity limits hit)
- balance/insufficient funds
- security reasons (suspected fraud)
- PIN issues (wrong PIN / tries exceeded / no PIN assigned)
- sensitive data / card details access problems (user can’t view card details)
4) Check recent activity and user intent
Confirm what the user tried to do:
- purchase (online / POS)
- ATM action (balance inquiry, withdrawal)
- view card details
- set/change PIN
- add to wallet / use tokenized card
- repeated declines at the same merchant
- multiple declines in a short time window (may trigger additional controls)
5) Escalate when it’s a program/network or compliance block
Escalate to your account manager when:
- the card is blocked at the network/program level
- restrictions appear inconsistent with your configured program rules
- you see repeated fraud/security declines without a clear user-fixable cause
- card ID
- timestamps
- decline reason / error
- merchant + country + MCC (if available)
